Apparently someone in Spain has been talking with scouts from Disney who claim to be scouting out locals for POTC4. Here is what they said over at digg.com
Walt Disney Pictures & Jerry Bruckheimer Films negotiates with Lepe's town hall (south of Spain) in order that the natural place "Flecha de Nueva UmbrÃa" (Darts of New Shady) will be used next year in the filming of the new chapter of Pirates of the Caribbean.

I absolutely agree with you, I want a new pirates too but over a few years I want to see new Johnny movies first now!
